Diplomatic actions should be accessible earlier

How the game works now

You have to research "Perfect Negotiations", an Empire Development Stage IV tech, in order to acess more complex levels of diplomatic actions.

The Problem

Diplomacy is a fundamental part of 4x games. And yet, the path you take in tech research can be very limiting on the actions you are allowed to take. More importanly, diplomacy takes a lot longer to became a fun, interesting mechanic until very late in the game.

A couple of solutions

1) Drop the tech "Perfect Negotiations" to Empire Development Stage III

- That way we have easier acess to complex diplomacy, but it remains something that is not immediately acessible from the start of the game. Getting the tech becomes a intentional choice that needs considerable researching, but not enough to seem out of reach.

I would trade its place with Xeno Antrophology, but i'm sure the devs would think of a suitable solution for having too many techs in Stage III.

2) Make Diplomacy Assymetrical

-Asymmetry is a defining characteristicic of this game and what it makes it fun to play. And yet, the hability to propose diplomatic actions is not asymmetrical. If someone has "Perfect negotiations" and you don't, they cant really propose those more complex agreements to you, and vice-versa. Make them able to do so - it's up to the player/AI to decide if it's a good deal and accept it or if they should decline and go research "Perfect Negotiations" so they can have more granular control of proposing a deal, instead of just being on the receiving end of it.

I believe those two changes would make diplomacy a more engaging part of the game, earlier.  Thank you for reading and considerating this idea!

There certainly could be some more variety in diplomacy options in the early game.

Even after agreeing on Peace, and a Trade Agreement, an AI can make noises that suggest agression towards you, or that they are unsure about you.

It would be useful to have the following as diplomacy options, which you would pay influence to offer. Perhaps these could be low-level versions, and Perfect Negotiations provides high-level versions that are more effective?

Agression Will Be Met With Force

When expressed against a hostile AI, this seeks to convince them to reconsider their stance.

Diplomatic Encouragement

When expressed towards an unsure AI, this seeks to reduce their sense of anxiety.

Vacate Our Systems

Used when an AI is clearly sending an invasion fleet prior to declaring war.

Diplomacy ought to be set in equal contrast to counter the military might of other empires. And what happened to the Diplomacy victory?

I think you can have an alliance and then you need a % of the galaxy on and it acts like a kind of supremacy win? I might be very wrong!

Yes, I  absolutely support more diplomatic actions/states. But I'm sure this this is something the devs want to work on, and more of a medium/long term thing.

I aiming for very direct, "simple" changes - less (new) coding, balancing, testing - so we can have them in short fashion!
