These two system improvements are researched early in the game. They're meant to help out as an early game boost and it works for most of the factions - except the Riftborns. Since the Riftborns have a different colonization pattern (they can colonize sterile planets from the start and have to research to colonize fertile/temperate planets) the +10 on fertile/temperate should be different for them. How about:
- +10 on sterile planets (replacing fertile)
-and-
- +10 industry on cold planets/+10 science on hot planet
-or-
- +10 industry on hot planets/+10 science on cold planet
-or-
- +10 industry on cold planets/+10 science on cold planet (since lorewise, the Riftborn really likes cold planets)
