"Pacifist" is not quite the same. Some individuals are greedy, profit driven, and only looking for gathering wealth and ressources. It doesn't mean they want to be at peace or are looking for others wellness. They do make war, but they use trade as a weapon.

I'm calling to the Roving Clans From EL or The UE from ES1. Those factions are not afraid of war/conflict. They even endorse it somehow with the use of market ban, privateers and heavy industry.

Pacifist use influance and diplomacy to establish peace. Amoeba are true pacifist. Are they mercantile/dust driven ? Nop.

TLDR; "Pacifist" is not "mercantile", we need an extra layer here. I'm kind of a dwarf at heart, mining precious ressources and stacking wealth. that "Pacifict" trait is bothering.

The political system in ES is set up so that every ideology has an opposite.

What exactly would be the counter to Mercants? And what would that ideology do exactly if put in power?

What should be added to passiffism so that it doesnt become an "underpowered" ideology?

That's a good point. I would say Mercantil are materialist, and should then be opposed to spiritualist aka religious. Thus Scientist has no opposite...
As for the rest, Mercantilist enforce and promote laws related to trade routes/compagies, luxury/strategic ressources and dust/income generation.
Pacifism should focus more on diplomacy, peace, influance and minor faction interactions.
