Move Privateers from the Military Quadrant to the Economic Quadrant, to reflect that it is a method for Economic empires to wage warfare rather than the other way around.


This will make Trade Wars a more important aspect of gameplay from earlier on as players will be able to quietly prey on enemy Trade Routes with less difficulty. In addition, it will give greater logical synergy to Privateers and Mercenaries, as the same resources used to purchase and support them are the ones used to unlock their availability in the first place. In addition, currently a faction who invests in the Military quadrant will have no use for the Privateers by the time they can unlock them, as Mercenaries cannot be upgraded and thus have no synergy with the other technologies one must unlock to reach their era in the Military quadrant. This currently makes Privateers useless, as they compete with well upgraded normal ships within the same empire due to the technology investments required.


If taken as a set with my Raiding Invasions idea, the Raiding Invasions empire improvement would take the position of the current Privateer technology to provide a late game economic boost to otherwise purely Militarist regimes, providing synergy with the various advanced Strategic Resource intensive ship techs unlocked to reach this Era, which the Empire may not have actually ever had the resource output to support.


This idea is meant to be taken as part of a set with my Raiding Invasions, Economic Colonialism, Comparative Economic Victory, and Luxury Addiction ideas to improve the state of Economic gameplay in ES2 currently.


EDIT: This idea also works with my suggestion for Dutch Auction Mercenaries, as a way to keep Mercenaries developing over time.

I also think privateers should be made more useful (if for no other reason than because I think ES2 could use some paranoia and deception in its gameplay)


I make a similar call for changes here in my Dynamic Pirates Idea.

There, I suggest actually removing the privateer tech from the tech tree entirely and making it somthing you can buy from a pirate run black market (along with other privateer boosting options).

Some of these ideas would probably be a good complement to your own.
