I was thinking of how the Economic Vicotry condition might be altered in such a way so it's not just about sitting back and trying to generate dust.

What if the goal was to have a certain amount of star systems generate a designated amount of dust independent of the global economy (Call them "galactic trade systems" once they have met this criteria).

You would have to obtain an amount of "galactic trade systems" based on size of map and difficulty.

Once the star system has generated enough dust to obtain this title, it would be clearly indicated on the map so all playing can see it is one of the systems that has generated enough dust (one of "X" systems needed for the victory).

The system only counts for dust generation under your control (and retains this value if lost).  If you take over another race's system, it would start with a dust value of 0 (for you); and you would then have to start generating your own dust "meter".

If you lost a "galactic trade system" and take it back over again (through wars and conquest), the system would suffer say a 20% dust loss (to its meter) and may lose its status as a "galactic trade system".
