Is there a way to go to cold war without going open war?

If I cancel my peace agreement, I remain in peace with the faction in question.

As far as I can tell, I have to first declare war on them, then have a cease fire if I want to be in cold war.

Am I missing something? is this a bug? as intended?

I tried it, and you're right. Canceling treaties will not get you into cold war. I don't know if it's always been like that, or if that's by design since I don't think I ever canceled a treaty before! (Straight to war for me!)

Now that I think about it, I vaguely remember canceling a peace treaty before in older versions and it leading to war. Either I am making up memories (very common) or it is a recent change and presumably a bug

Huh, that seems odd. Maybe I mixed things up with Endless Legend where the AI has done the same thing to me several times and it led to cold war.
