What exactly is "open Borders"?

I can not seam to find anything that tells me exactly what "open borders" is and why I should suggest or accept it.

Open Borders basically means the other party can go through all your systems even if you are blockading them (if you are the one offering it). It is a significant show of trust and generally improves a lot the friendliness of your "friend". Beside that, it is very interesting for you to get it, if for example you want to attack an enemy across your neighbor's space, your armies will be able to take an optimal route through his lanes without risking delays or interceptions (unless of course another enemy is there).

If you are particularly vicious, it also allows you to park your army on the enemy home-world and take it in one turn (after breaking the deal) then start eating your enemy empire from the middle of it!
