Open Borders Tech

I was playing Pilgrims, and I couldn't find the Tech to research Open Borders Diplomacy.



That treaty was never available for me in the diplomacy screen, while other factions regularly proposed it to me.



I must have overlooked something.

The tech is called Relativistic Markets. Signing a peace treaty with another empire triggers 10 turn cooldown period. You need to wait until the cooldown period is over in order to be allowed to offer Open borders to that empire.

Must have been that. But doesn't the cooldown period apply to the others as well? Or did they just always jump on it at the first possibility? I sure got a lot of gifts for all those open border treaties. And it all ended in a diplomatic victory by now.

In the current version of the game the AI can ignore the cooldown period.
