For some reason I can't send a ship to a system controlled by another race. I wasn't able to during Cold War or now when peace was declared. They have been able to send ships to scout me but I can't do the same. The ship simply will not go. What am I missing?

From what you have wrote here, I understand that you are at peace with the faction, but if you want to move in to their territory you will need to have the open borders diplomacy accepted by both you and the other faction.

As I recall, you can move through enemy systems freely as long as their influence does not envelope said system.



So if their influence envelopes their system in question, and your influence doesn't extend to cover yours, they can move to your system but you are restricted from theirs.
