I have just started a new game, and researched Geo-Industrial Plants, (the second teir industry building) but unable to build it in any of my systems.....It has no resource needs that I can see. what gives?

Geo-Industrial Plants isn't an improvement, it's a planetary exploitation. Improvements are built on each star system, while exploitations are built on each planet. Any planet you built a tier one industrial exploitation (Colonial Industrial Base) on, is now automatically upgraded to the new one. Each exploitation only affects the planet it's on, while improvements upgrade the entire star system.



The wiki is a good resource since the community is a bit dead.

I actually made the same mistake when I started playing, I rushed that tech for more industry and couldn't figure it out for a while.



One thing I forgot to mention are empire improvements. You get these as soon as you research them, don't have to build anything.
