I'm playing with Amoeba and I'm trying to do a diplomatic victory, but I do not know where the peace points are.

IIRC, if you hover the mouse over the button that brings up the diplomacy screen, you get a little pop-up that gives a brief diplomatic overview.  I believe that displays the % progress towards diplomatic victory of all players who have reached at least a certain threshold (something like 10-20%?)  Until then it's invisible.
