It shows the level of "ownership" over the system. It starts below max when you found an outpost, and gradually fills up.

During invasions, its a tipping scale that shows how the fight is going. If you have a fleet powerful enough to overpower the defenses, your bar will increase and theirs will decrease. When its fully your bar, you control the system.

"Invasion recovery" constructions help refill the bar in systems you control. "Invasion Strength" modules placed on ships help you conquer systems faster

It just shows you in what level it is. When it's completely filled, it disappears until an ennemy comes to conquer your star system.

The more it's filled, the longer it takes to conquer the solar system.

ok ownership was a bad choice of word. 100% ownership means all the colonists are loyal to your empire, or something (you get negative morale when you conquer an enemy's because ownership is low). The bar is more a measure of the level of defense vs. invasions. Full bar gives you the longest defense

I suppose the bar represents 'preparedness'. Until its' preparedness is maxed out, a colony is essentially defenseless.
