Horatio's ship affinity is geared toward troop invasion and bombing..but these techs seem to be deeper into the military tree than the ships that use them. As Hortatio doesnt get any invasion/siege or weapons/defense bonus' leaving one to wonder how sound this focus is. Also one would think Horatio would get special clone troops at some point since troops are part of their specialty but they dont appear to have any unique troop tech.



Personally I think it would make more sense for Horatio to get a bomb that converts the planet population.a bio weapon that turns everyone living on the planet to Horatio.

Biogenetic weapons?

Interesting. Would need to balance it since from what you say that woudl remove the approval penalty of conquering a world.
