Currently deflectors decrease accuracy and increase evade and flaks decrease evade and decrease hull weakness. Wouldn't it make more sense the other way around?

Deflectors consist of putting heavy armor plates on the outside of your ships, which would make them heavier and less agile, but increase their structural integrity, decreasing hull weakness.

Meanwhile, a common defense against missiles is to use countermeasures to confuse their targeting systems, which would increase evade. But it might confuse your own targeting systems too, which would decrease accuracy.
