I just won an Impossible game on a Huge Spiral 4 galaxy using the Amoeba, and I wouldn't have done nearly so well without exploiting the following weakness in the AI's strategy: the AI tends to send numerous small fleets to a destination in my territory, then forms them up into a large fleet. Since their ships reach the destination at different times, I can crush the little stacks piecemeal by using one or two large fleets of my own with minimal losses, even if I'm behind in the tech race. I propose the following related changes to AI fleet behaviour:



1. AI battle fleets (not scouts) should form fleets at least 75% of available CP fleet cap before travelling to any enemy system.



2. Once in enemy territory, the AI fleets reduced in size by casualties should merge into large fleets whenever possible before picking more fights.
