When trading technologies, nobody really cares about the descriptive text of the technology. We want to see the one or two game-mechanics effects they have.



Change the mouse-over to show us what the star system improvements, planetary exploitations, weapons techs, etc, do - similarly to what we'd see if we moused over (both) the technology effects from the research screen.
