Almost every game ever invented has no morale feature. Those that do, tend to not do it that well anyway.



While I realize as a gamer, we don't want to hear that. You want your minions to wander mindlessly to slaughter to aid in your hopeful recovery.



However most people don't want to die when they know there is no point. Also, it seems it should influence the battle by your approval rating. If your approval rating is high, your ships and ground forces (attack or defend) should be adjusted accordingly vs your opponent. Not in "fighting skill" per say but "sticking to it".



If you have a large advantage, anyone can be Rambo. It is when the "stuff" hits the fan that metal is tested.



I feel there should be some "panic retreat" or flat out surrender depending on morale modifiers based on approval ratings and perhaps some techs.
