Suggestion:



1) Disharmony colony ship do NOT suppress population growth.

2) All other disharmony ship revert back to 100% suppression.



Reason:



Harmony IS super weak at start. And too powerfull in mid\late game. Now harmony can colonize fast and build up defence early, but this bonus almost useless later.

Ship building suppresses growth because the Harmony doesn't pay fleet upkeep. If you could churn out ships without any kind of penalty, the Harmony would be overpowered at all stages of the game.



Not every race is supposed to be powerful at every stage of the game. The Sowers, for example, should have a strong early game and a weaker late game. The Harmony just happens to have a bad early game and a stronger mid/late game. It's up to the player to capitalize on those strengths (when playing as) or weaknesses (when playing against).
