So I think I'm not the only one who gets a little annoyed when you send a scout to pass through a system only to have it get attacked by pirates/enemy ships with lightning fast reflexes.
My suggestion is a cloak module that makes the ship that has it invisible to other ships, and thus making them unable to attack it. This could then be countered by radars or perhaps by another detector module.
This module would of course be limited to corvettes, since I think it would be a little weird to sneak past enemy lines with 4 cloaked dreadnoughts (not to mention overpowered).
