[Suggestion] New Blockade system

I suggest making some changes to the current blockade system

1st: (I bet this has been brought up before) a minimum amount of manpower required to blockade a system so that scouts and colony ships can't fly around cutting off all of your resources.



2nd: More importantly i believe that there should be levels to the blockade. For example if you have a fleet with 1,000 manpower then that system would only suffer a "minor blockade", maybe it cuts all the resources trades and exports by half? then if you have an even larger fleet you could do a "major blockade" or even a "completely blockaded" were the effects would be even stronger.



3rd: Perhaps blockades could also slowly lower the system approval after enough turns have passed.

I was thinking the exact same thing in terms of "power" level for blockading.
