[Suggestion] AI System Governer Selection in system view

I noticed in the beta that while you can select and enable/disable an AI govern from the empire screen, you can't do it when looking at the system directly. And for the matter, the system view doesn't even show the status of the AI governor. Small issue, to be sure, but worth mentioning.

Just ran a game with Amoeba for 80 turns with the AI governing systems while I ran around shooting thing. They didn't do a very good job at all. You can tell them their focus, and they'll pursue it, but I find that they don't develop the system first. At the moment, it seems you are better manage your systems yourself, if you want them optimized the quickest. Again, this is beta so, we'll see if they get to developing a more sophisticated AI for governing.
