Lets be honest, people don't have to be happy to reproduce.

I wanted to suggest that something be implemented to increase the birthrate on systems without having to resort to making everyone so ecstatic that they want to have sex all the time.

Perhaps something similar to the converting production to science/dust but with birthrate. Perhaps a series of improvements? Maybe something to do with the star/planet type that would be easier for specific races to breed on specific sytems?

Comments? Suggestions?

Growth is already determined by food.

So it does.

I shall change my point to be increasing birthrate without increasing food, for those silly worlds that airn't great for food production...
