One small point to contribute here, mostly for flavour and to help me get over my "Man, that's pretty final" feeling about the Cravers. What if, whenever the Sowers inhabit and own a planet that has accumulated Craver locust points, they slowly lower them back down to zero and then make the planet baseline again? Since the Sowers seem, to me, to be the Craver antithesis - one makes planets barren and drained, and the other makes them rich and ready for massive populations.

This came up, in a sense, in Nycidian's suggestion on locust point removal as a whole: Locust Point & Non-Cravers



I agree, though, this makes sense. It would be a nice passive trait for the Sowers, while the other races could have bonuses or options like Nycidian suggested.
