construction ships/fleets?

paying with dust is fine and all but... what about transports? i would like to see them expanded on for more of a utility role. it would be fun to build a construction ship or even fleet that could be sent to a new system to just unpack and instantly give said system a bunch of prefabricated buildings. it could even expand to a civilian transport ship that could move around people to systems that are growing too slowly but can support a max population.



this would also give more reason early to mid game to just have massive food production systems.



*edit*

by prefabricated i do mean that the buildings would have to be built and loaded onto the fleet with maybe a 10% increase to cost to make up for the fact they have to be packed onto a starship. maybe even have another cost on the other end for actually setting up all the new infrastructure.
