They seem to be anything but adaptive - I don't always get this tech after all of the tech in the terraforming chain, so if I've built this anywhere and a planet's pop cap increases, I then have to scrap the improvement, wait for pop growth, and then rebuild it.
Rather, would it not be more appropriate to have something that is called adaptive be adaptive, and stop consuming 100% of surplus food when the pop cap has not yet been reached? That would make more sense, I think.
