You need to design a new ship based on a battleship hull. On the fleet screen press the Add (+) button in the top right, choose the battleship from the list of available hull types in the small boxes, and then choose your components from the area in the bottom of the screen. Finally, enter a name and click save, and you've just designed a new battleship-class which you will now be able to produce in your systems.
