Question regarding movement/conflict (is this a bug? or am I missing something?)

In my current game, I had a combat fleet on a system I own, connected by wormhole to a system controlled by the Cravers. I wanted to go to war with them, so I tried sending my fleet through the wormhole, but the game system would not allow it. So I declared war on them, and tried again. It still would not allow it. So I tried to send my fleet the long-way around to reach the Cravers systems, but no matter what, I could not move my ships into any craver-controlled planets, even while in a state of war with them.

Is this a bug? Or is there some reason that I'm missing as to why I cannot attack them? Note, that earlier in the game, I know for a fact that I was able to move my scout ships through their systems, so I'm not sure what's going on now.

One possible reason could be if you haven't researched Applied Casimir Effect (Exploration & Expansion tech tree, tier 2). You need this tech to be able to travel through wormholes. Please check this out and report back.

I have that tech -- I was able to move through with a scout ship earlier in the game. I can't even do normal (non-wormhole) movement into any system that is occupied by the Cravers.

/edit I figured out what the problem was -- My status with the cravers was NOT war, even though I was 100% sure that I had declared it. I can't say if I had a brain fart, or if clicked on the wrong button (I'm slightly visually impaired, no hand-eye coordination to speak of) so it's conceivable that I only thought I clicked on the button.

Anyway, when I loaded the game just now, I figured that out. It wouldn't have been an issue for me if the game had given some kind of error message.
