I'm researching xenotourism and it looked to be a buff overall to my dust level but what does -3 on improvment mean?

Thanks.

It means it cost 3 dust per turn when it is built. This means if you don't have at least 3 people on the associated planet(s), then you should not build it.

It means you'll lose 3 dust per turn to support the upgrade. That way you can't spam build it on every single system; it needs to actually generate enough Dust to be worthwhile.

It costs three dust per turn to run it. Its income varies based on your tax rate and the number of population in the system; so the income may or may not cover the expense.

Wow, a three way ninja.

Given, it's not REALLY that old. And I'm pretty young and I've seen black and white movies from the World War 2 period. One, Two, Three was pretty damn funny.

Before you build it, the taxation system in the game is really convoluted, and building dust improvements might actually reduce your dust income overall.

Unfortunately, it is not always that simple.

Yeah, I looked into that later, but decided to leave the simplest, albeit somewhat incorrect answer for the new player. Most new players do not even understand there is a tax slider (took me a few games myself) and since the tax is auto set on 50% (I think) it would apply to them.

Tax is automatically set to 40%.
