Are the moons set with a temple or not on system generation or only when you research the moon ?

I was reminded at teh weekend about saving before opening a box on a rpg, then reloading if there was nothing in it.

While playing ES with a friend on same Seeds, to see who is faster and so on, it looked like the temples are generated within the universecreation, we always had the same temples on the same moons in the same systems, while playing on the same seedswith same options.
