[Answered] Why can't I move population?

I've been trying to move my population from a colonized planet to another colonizable planet. I click the blue head, it turns green and I drag it to the next planet, but nothing happens. Tried dropping it on the grayed out population, the planet itself, the name of the planet, the planet type, but nothing seems to be working. I've been searching the forums, but haven't found another thread describing this problem. Any help would be much appreciated.

You actually need to colonise the planet first, click on the new world and then on the flashing colonise button, once colonised you can move populations at will but there will always need to be atleast one population point for there to be a colony on a world.
