Is there a XML file currently somewhere where you can edit and change(modify) the current races bonuses and penalties and if there is a way to change the bonuses or penalties themselves?

If you mean the race's traits, no not currently.

You can change your or AI bonuses and penalties in your savegame.



But you can only change them. -> Give your reace a bonus an other race have, or add or delete a bonus/penalty from your race.

You can NOT create own bonuses or penalties and you can NOT change a bonus or penalty.

Things like +25% HP to your ships are not possible. You can use the +40% bonus of the UE or nothing.
