Well, I think I've heard of Russians doing that for their language. You could just replace the English file with the Dutch one. I'm quite unsure about making it official or not (quality wise, we'd be criticised if there were typos or anything. ).
I believe there is a translation discussion in the modding section (I honestly never go there, as we're not thinking about modding yet): you should post there and see if you get some replied from other community members. You could even get help from other Dutch speaking people and that'd be nice.
Keep me up to date.

Ja ik wil best wel mee helpen, met een aantal blokken.
Maar mijn Nederlandse taal is zeker niet mijn sterkste eigenschap.
Kijk voor de taal/type fouten kan je gemakkelijk de spelling-controle gebruiken. (Zit al standaard bij Firefox.)
Het zit bij mij voornamelijk in de grammatica of wel de zins opbouw.
Mijn blokken zouden den weer gecontroleerd moeten worden.
Ik weet niet of iemand daar wel zin in heeft. I.V.M. dat dan die gene eigenlijk net zoveel tijd kwijt kan zijn aan deze controle. ("hoogstaand niveau")
