I'll update more on this as I go along but essentially I'm trying to make it so when you have fleets of more than 10 ships they don't just line up into oblivion.

I've poked a few times at this, and it seems very simple in concept, just need to a develop a feel for the grid system the game uses for placement. The axisratio as far as i can tell is simply the scale at which the game displays the ships, I crank it up (or down I can't remember) and units were stupid tiny.
