To summarize this post, simply put, I have a serious case of #tooltip hate. I'm running into an issue where I want to suppress the tooltip on mouseover, but I still want the effect to show up in the system view when mousing over the approval menu. On top of that due to the fact that I'm using a custom tooltip in the localization_locales.xml file, I can't access a blue population symbol, just a gray one... fml. Insight would be most helpful.
