I'd like to mod "normal" difficulty to have the same player penalties as the higher difficulty levels, while not adjusting th AI bonuses (leaving them as they are on "normal").

What's the easiest way to do this? Thanks in advance.

Find GameDifficultyDescriptor.xml and replace the contents of:

OverPopApprovalDifficultyNormalHuman

with the one from

OverPopApprovalDifficultyHard4Human

Thanks.

Is the approval penalty from over-population the only penalty the player receives on higher difficulty levels?

It's the only one in the file and I also am not aware of any other one.

Thanks again. In general, I like the idea of player penalties more than AI bonuses. I like to play as a custom race with all sorts of negative traits (mainly the ones for food, science, happiness and the +30% production cost to buildings and ships). This, in combination with "OverPopApprovalDifficultyHard4Human", should make things challenging even on normal; also with my "house rule" forbidding trading resources or tech's to the AI in exchange for dust.

I like the idea that I'm not simply struggling against the AI races, but also struggling against the inhospitable environment of the cosmos. and of course I dislike the ship spamming of the AIs on the highest difficulty levels as well.

If you have any suggestions, I'd be happy to know them. Thanks in advance

Use my mod in addition, it, among other effects, disables the Retreat card, which you might exploit otherwise. ^^
