is there a dev test mode, that will let one play with just the 'space battles' without having to play the rest of the game .....

to test a new ship design,without having to spend time running the empire ....... sort of a 3D Gratuitous Space Battles

There is no new feature for this. Most people save a game with a ship just outside of an enemy system. Then you can load the game, perform one movement, and attack. Is there something more you need?
