Why are my units, in this instance Diplomatic Envoys, being attacked by an Independent peoples that are totally under my control? Nothing in game says this will happen after a treaty (Level 1) is signed, never mind being under the players control.

So either the descriptive text is lying or the game mechanic is bugged.
