As attached save, got 10 followers domestically on turn 6, 18 on turn 7, and still not unlocking Religious Rites on turn 8.
Possible cause: civics are implicitly coded as "only unlock after first 2 (Legitimacy & Founding Myths)" and "only unlock 1 per turn (other than the first 2)". Actually unlocked on turn 14 when 2nd tenet unlocked.
