Step by step of the bug
Step 1
In Terra Incognita, Built >1 Garrison (in this save, before turn 9)
Step 2
Build >1 Commons Quarter (in this save, on turn 10)
Step 3
End turn, and Slave is not unlocked although prerequisites are met

2 Garrisons built before turn 9, 3 Commons Quarters (Grand Teahouse) built at turn 10.
On start of turn 11, Slaves not unlocked, but Fundamental Values (require 3 Commons Quarter) unlocked.
Attached is saved on end of turn 10. End the turn to see the bug.
(Materials Procurement is also not unlocked although Humanism is researched turns ago.)
