If a treaty proposed by the player to an AI is rejected by it and the player decide to send it to the International Crisis Vote, the AI may not accept it even though it is its only option (because of a lack of War Support). When the International Crisis vote has been resolved, the demand is still written has having the International Crisis voted in the Congress of Humankind. When this happens, no no more treaties can be done between the 2 empires.
