Step by step of the bug
Step 1
Start a new game with 3 or more empires
Step 2
Progress to the Classical Era
Step 3
Claim a territory with resource deposits.
Step 4
Create a city and extractor on the resource deposit
Step 5
Encounter another Empire that is exploiting a resource deposit
Step 6
Have 3 trade routs (including one where another empire buys resources from you)
Step 7
End turn and check unlocked civics.

It's unclear how to unlock the Civic "Knowledge Authorities" after the Trade rework. Even if the player trade with 3 Empire and one Empire buy a resource from the player, the civic won’t unlock.
When playing normally, the civic does unlock but it doesn’t seems to follow the prerequisites
