Select a culture with the 'Power Investor' abililty, e.g. Nubians in Ancient Era
Step 2
Research calendar technology
Step 3
Select "Power Investor" ability whilst having sufficient money to use the ability
Step 4
Hover over the icon of a non-extracted luxury resource within the borders of an attached territory
