To reproduce: try to place second harbour near first one, the wizard will suggest that it gets +3 science from non-adjacent tileharbour bug.ctr

Hi! The wizard doesn't take into account other district under construction. In you case your 1st harbor is still under construction so the Science tile isn't blocked yet. Once this Harbor will be build, the wizard for the second one will take it into concideration. Thank you for your report!
