An AI (Swihili) is a vassal of another AI. They are at war with me. After several turns at war, Swihili asked me to sign a Scientific Correspondence agreement. (See screenshots)

This is a bug because agreements are forbidden during war.

Hello! We've worked on a fix for this issue which should already be present in the current George Sand Beta, and in its full realease later on! The issue may still be prensent in this specific save on the new version however it shouldn't happen in new games. Thank you very much!
