In my capital Haozhing there is no any army spawn point so i cant build any troops

I am on the latest version and ran into the same bug where it says there is no spawn point for my city. I tried saving and loading back to the game but same issue. It is a city I took after forcing a surrender of my neighbor. It was many turns ago but this is first time I went to make a military unit and it just says no spawn point available.
