This is related to earlier report "AI only wanting white peace, they are not forcing me to surrender"

I am getting stomped by Red AI, but they do not end the war by forcing me to surrender, they only propose white peace. Even if I try to surrender, they decline. I am not sure if it is a bug, but it is strange. No mods. I want to 100% humankind but this way I cannot unbend the knee. 

Edit: 

Bias is peace and love but the other AI which had the same issue (but after 10 turns did force me to surrender) has turtle as bias. Also interestingly, when I propose white peace, they decline as well.

When I went offensive, the AI did force me to surrender. This is captured in the second .zip.

For some reason amplifiers adds 3mb plus 3mb toghetter to >10mb, so the other files are contained in:
