Step by step of the bug
Step 1
Pick any non-builder culture.
Step 2
Be below 100 stability in a city and finish any district.
Step 3
Watch your stability increase as it's finished.
Step 4
You could also pick a builder culture and watch it NOT increase.

1.0.26.4437 - George Sand Update
Since the George sand beta you don't get the affinity bonus of builders if you pick a builder culture.
If you however pick any other affinity type, you do get the builder affinity bonus, i.e. getting +stability after completing a district.
This is in addition to their own affinity bonuses, which seem to be working correctly.
