A good free 2D art software?

I will try to add a faction to the ES through a mod, but first I have to work on the faction's leader appearance and loading screens. To do that, I will need a pretty easy and free 2D art sofware. Do you guys have any recommendations?

GNU Image Manipulation Program. (GIMP)

FTW as far as free image editing goes.

Sucks as far as all else goes.

But it serves me well for 2d art. (good for my UVW mapping as well)

I have a friend who refuses to use anything other than Paint in his work. Its quite hilarious really, he gets the job done but it takes him 5 times as long.
