the game has built in narrative events modders can access, ie create new narrative events which involve a simple choice among 2 or 3 options
more interesting would be a more detailed list ALL of which need to be fulfilled. this would amount to giving the player a quest, perhaps with a penalty if they never attempt to do it. this questing ability would work well with the already existing mods to add super units to the game, a few such units for each era of game play. such higher ability units could then be used to more easily fulfill a quest
it would make sense to also put a switch in game settings to turn on/off such quests since they are not needed to win the game
