Allow helicopters to fly over shallow water

While we are at it, Instead of limiting to shallow water, what about allowing them to fly over any water (shallow or even ocean) but they gain a status (like "Lost at sea" but different name) at the turn/round end if they end on water so they have to pass over land or aircraft carriers next turn/round (like to refuel or something).. I didn't really study the idea, or even try helicopters in the game before or see their movement points, just thinking out loud.
